Re-Audit “Internationalisation of Universities”


After the successful completion of the HRK-audit “Internationalisation of Universities” in 2011, TU Berlin entered the subsequent re-audit process in 2015 and completed it in February 2019.

Guidelines for the Internationalization Strategy

TU Berlin’s internationalization strategy is characterized by two principles:

  1. to build on our successful international collaborations in research and teaching and to advance strategically our good relations with our international partners;
  2. to position the university in a way that provides both our international and our German members with optimal conditions for their joint studies, teaching, research and work (Internationalization@Home).


Further Development of International Collaborations

As part of our internationalization strategy we seek to consolidate, intensify and expand our varied and successful international activities. This includes:

  • developing collaborations at those levels where they are actually implemented;
  • supporting the international activities in their variety and diversity;
  • internationalization as a continuous communication process between university management and the university;
  • shaping internationalization against the background of responsible engagement in society.


Internationalization@Home seeks advances in the following topic areas:

  • communication/structure/sustainability of the internationalization (for instance, establishment of an Office of International Affairs central level, establishment of discussion forums on internationalization, establishment of a translation service);
  • Welcoming Campus Culture (for instance, options for the acquisition of intercultural and language competence, forms in English language, formulation of a diversity strategy, establishment of an International Students Club);
  • internationalization of teaching (for instance, more courses taught in English, internationalization of the curricula).

Re-Audit Planning Phase

As part of a university-wide development process, we formulated an implementation plan that included a strategy as well as an action plan that consisted of a total of 79 individual measures.

Planning Phase Re-Audit “Internationalisation”

In addition to the implementation plan for the university as a whole, all seven faculties as well as the central institutes Campus El Gouna and the School of Education (SETUB) each formulated their own implementation plans.

The implementation plan was agreed by TU Berlin's Executive Board on 5 October 2016 and by the Academic Senate on 12 October 2016, and thereby became binding for the university.

Implementation Phase

On submitting the implementation plan to the German Rectors’ Conference, TU Berlin officially transitioned from the planning phase to the implementation phase in October 2016.

The implementation of the measures was supervised by the committees that were involved in the development of the implementation plan. The committee of (vice) deans for internationalization that had been established as part of the re-audit was responsible for monitoring the action plan, too.

Implementation Phase re-audit “Internationalisation”

In March 2017, the TU Berlin submitted the Interim Report on the current implementation status of the internationalization measures.

In July 2018, as scheduled, TU Berlin submitted the final report on the Re-Audit “Internationalisation of Universities” to the HRK. In October 2018 the HRK’s team of advisors carried out a further on-site auditing at TU Berlin.

In February 2019, the Technische Universität Berlin successfully completed the three-year re-audit process of the "HRK-EXPERTISE Internationalisation" project of the German Rectors' Conference (HRK).
