External Evaluations as Incentives for Governance Innovations in Universities

The aim of this project is to identify the social mechanisms by which German universities translate signals from external evaluations into changes of their intra-organisational governance of research. Its findings will contribute to a better understanding of the conditions and effects of evaluations as a relatively new type of governance instrument.

The responses of universities are conceptualised as a specific case of organisational learning. Universities respond to ‚performance gaps' (Duncan and Weiss), which can be perceived either as a performance gap in research or as aperformance gap in its governance. At the same time the specific character of universities as formal organisations must be taken into account. Universities differ from most other formal organisations in their very limited control of one of their core operations - research. The project's research question will be answered by interview-based case studies in six universities, with a follow-up round after two years. Interviewees will include the university leadership, middle management (deans of faculties) and university professors in the selected fields.
