Dr. Carsten Mann


Dr. Carsten Mann is head of the innovation division at the Center for Technology and Society, Technical University (TU) Berlin. As a forest and environmental scientist, he has an interdisciplinary background, with a specialization in policy and economics from the Albert-Ludwigs-University Freiburg. Since 2001, he has been carrying out research on environmental governance, sustainable development and systems innovation by combining concepts of social-ecology with those of sociology, policy and institutional analysis. Particularly the transfer of scientific results in policy and management practice is of central interest for his work.

From 2007 until 2009, he was working with Cemagref in France, developing a method for ex-ante institutional compatibility assessment for EU environmental and agricultural policies, as well as on policy recommendations for rural development, such as themes of energy policy and ecosystems services. From 2009 until 2014 he functioned as deputy head of the Innovation in Governance Research Group, funded by the German Federal Ministry for Education and Research. In this context, he analysed policy adjustments to institutional, cultural and biophysical context conditions and develop a scenario-based method for sustainable policy assessment.

Besides his teaching activities in the Integrated Natural Resource Management Master at the Humboldt-Universität zu Berlin, he is member of the scientific advisory board of RRI TOOLS, a project to foster Responsible Research and Innovation for society, with society (Seventh Framework Programme). In addition he is involved by the United Nations Department of Economic and Social Affairs, in guiding processes for transfer and adaptation of sustainable innovative practices for improved public service delivery.
