Dr. Leon Hempel

Dr. Leon Hempel has been a research associate at the Center for Technology and Society since 1999. Over the past ten years, he has continuously built up security research at the ZTG at the interface with organizational and infrastructure research and established it as an independent area. Hempel has been coordinating and leading national, European and international projects in the field of security and critical infrastructures since 2000. On the one hand, this involves the tension between the perception of security and the declared sociopolitical claim to establish security, and on the other hand, the organizational change of security authorities and infrastructure operators against the backdrop of transformation processes such as digitalization, urbanization and climate change. As part of the strategy-building process, the central focus of the projects is usually on technology and innovation processes and their development, optimization and evaluation. The spectrum of topics ranges from examining the effects of digitization on authorities and infrastructure operators, for example in the context of control center work, to monitoring and evaluating specific technology development projects, to developing our own approaches in the area of security economics, criticality assessment, and cross-organizational cooperation between security authorities and infrastructure operators in dealing with city-wide crisis situations.
