Rouzbeh Boloukian studierte "Transportation Engineering und Planung" bis 2006. Seit dem ist er als Ingenieur bei Consulting-Unternehmen, zuletzt bei GCE Consulting Engineers (Iran), beschäftigt. In seiner Masterarbeit mit dem Titel "Die Leistungsbewertung von Containerhäfen; Fokussierung auf den Verladeprozess - Fallstudie: BND Containerhafen" (Performance assessment of Container Port Focusing on Stevedoring Process – Case study: BND container terminal) verfolgte er einen multidiziplinären Ansatz. Während seines Masterstudiums hielt er ein Seminar zum Thema "Leistungsmessung in intermodalen Transportketten" (performance measurment in intermodal transportation chain). Er war als Gast und DAAD-Stipendiat im Bereich Mobilität und Raum des Zentrums Technik und Gesellschaft der Technischen Universität Berlin. Hier beschäftigte er sich unter Leitung von Dr.-Ing. Wulf-Holger Arndt mit einem Konzept zum "Städtischen Wirtschaftsverkehr von New Towns" (Urban Commercial Transportation) innerhalb des YoungCities–Projektes des BMBF-Forschungsprogramms "Future Megacities".
