Assel Nugmanova was born in 1991 in Almaty (Kazakhstan), she is a Civil Engineer, Researcher. She received “Altyn belgi” award (Gold Medal) for completing the high school with Distinction. She completed her Science and Engineering Foundation Programme (ISEFP) at Queen Mary University of London with Distinction and obtained her Bachelor Degree in Civil Engineering (BEng) with Honours (2.1) from the University of Liverpool (United Kingdom), received Master's Degree in Engineering Management (MEM) from Nazarbayev University. She obtained “Globalization and Engineering Leadership Development” Certificate issued by Penn State University, “Bloomberg Market Concepts” Certificate issued by Bloomberg LP.

She defended her thesis “The systematic comparison of phraseological systems of English and Russian languages” under the supervision of Assistant Professor Beysenbekova, Kazakh National Pedagogical University. Assel obtained the honorary diploma (III degree) for presenting her project in the 33rd Republican scientific-practical conference of Academy of Sciences of the Republic of Kazakhstan and the diploma (II degree) in the contest of research projects of Almaty city. During her undergraduate degree at the University of Liverpool, she defended her thesis “Infrastructure Reliability applied to roads” under supervision of Prof. Dr.-Ing. Michael Beer, Director of the Institute for Risk and Uncertainty and Professor of Uncertainty in Engineering at the University of Liverpool and Professor Teltayev, President of Kazakhstan Highway Research Institute “KAZDORNII”. In this study investigated potential reliability methods and discussed their advantages in the mechanistic-empirical design approach to pavement design. Also she conducted a research for Air Astana Company on "Forecasting AOG Spare Parts" by using Exponentially Weighted Moving Average (EWMA), Simple Exponential Smoothing (SES), Croston’s, Syntetos and Boylan Approximation and the Regression methods. Presented her thesis "Temperature and Moisture Measuring in Subgrade of the highway "Almaty-Bishkek" at the 8th Asian Young Geotechnical Engineers Conference (8AYGEC). Her research fields are transportation planning, highway engineering, pavement structures design, sustainable transport infrastructure planning in Kazakhstan.
